- Public safety, justice, and law enforcement agencies of the state of New York, as well as of any subdivision of the state of New York including (but not limited to) counties, municipalities, port authorities, transit authorities, bridge commissions, colleges and universities (private and public), including bi-state agencies co-located in the state of New York.
